Tips for a PDF that fits and stays readable

Photograph each page flat and in daylight, then crop off the background. Dark edges and shadows add size without adding anything useful.
Put pages in the order the form expects, for example front then back of an ID card.
If the PDF only just fits, remove pages the form doesn't ask for rather than squeezing the quality further.
Open the downloaded PDF once and zoom in to check that names, numbers and seals can still be read.
